This is textbook tactics used by shops to make you spend there more time by looking for things. It is not an urban legend, but to what extend this really helps increasing the sales I have no idea.
that's true, supermarkets here in Poland often rearrange everything from scratch :( not that I'm going to fall for it, I'm always blasting my own music on headphones and trying to buy only stuff from my list on a shortest path
